My Lord:-
I have the honour to transmit herewith copies of a pamphlet entitled "The United States in the Philippines", by Mr. Alleyne Ireland, F.R.G.S. Mr. Ireland is a British subject and has been collecting material for some years for reports, on behalf of the University of Chicago.
It is possible that this exposition of American administration in the Philippines may be of interest to Your Lordship and His Majesty's Secretary of State for the Colonies.
Mr. Ireland is bringing out a large work on Colonization in the Far East, and I observe that according to the advertisement enclosed the list of subscribers is headed by the Colonial Office, London."
It might be desirable to have this work in the Embassy and I would enquire whether I am at liberty to order a copy
